Certificazione delle competenze e ruolo delle parti sociali
Sinossi: Il saggio analizza l’attuale sistema di certificazione delle competenze e le potenzialità che il quadro normativo scaturito dalla riforma Fornero ha assicurato, con riferimento ad un più efficace incontro tra do-manda e offerta nel mercato transizionale del lavoro. Nella decretazione attuativa, tuttavia, persiste l’assenza di strumenti necessari a garantire un più elevato livello partecipativo delle parti sociali, senza il quale si ritiene che l’istituto della certificazione non riesca a produrre i risultati sperati.
Abstract: The essay analyses the current system of skills and the opportunities offered by the regulatory frame-work introduced by the Fornero reform, with particular reference to its potential to foster a more effective matching between labour supply and demand in the transitional labour market. However, the implementing decree still lacks the necessary instruments to ensure a higher level of participation by the social partners. n the absence of such instruments, the skills certification system is unlikely to achieve the intended results.
